"Imagine these events in the not-so-distant future: The President, facing declining support for his controversial foreign policy, starts talking tough and hints at a military reprisal against some targeted nation with close ties to Moscow. Critics around the United States, alarmed by this harsh rhetoric, plan to demonstrate in response. The White House threats against the Third World country are denounced in newspaper articles, television commentaries, and by opposing senators and congressmen.
Undaunted, the President is determined to flex his muscles. He orders a lightning-strike raid by specially trained soldiers deep into that nation's territory. Hundreds of thousands, fleeing the battlefield, become the world's newest refugees.
As protests against the military action swell throughout our major cities, the White House says it will round up any refugees who try to enter the United States, as part of a carefully rehearsed plan to stop suspected terrorist infiltrators, Unnamed government officials announce that some terrorists have already penetrated our borders. With this as an excuse, federal law-enforcement agencies move to track down the terrorists.
News of this assault by the White House seeps out to the public, and the protests grow in size and intensity. The President secretly orders the arrest of hundreds of citizens believed to be troublemakers or sympathizers with America's adversaries. They, along with the flood of refugees, are rounded up and placed in military stockades.
Local police departments, meanwhile, hesitate in joining this federal crackdown. The White House, without skipping a beat, calls out the National Guard, arguing that since local authorities won't act, the federal government must ensure the public safety..."
